Context[editar]

At least lince 2019, when Wikimedia Portugal and the Wikimedia Foundation ran consultation activities on the lusophone Wikimedia community's thoughts on the Movement Strategy, we know that our community needs to face some challenges related to its governance and relationship with other parts of the movement, mainly WMF. Some of the challenges discovered by WMPT and Lucas Teles (who worked for WMF as a liaison) were the necessities of:

  • decentralizing the movement's governance;
  • a more transparent communication with WMF;
  • developing capacities and habilities on the community;
  • increasing the participation of women and people from countries other than Brazil and Portugal on the community.

Unfortunately, and for historical reasons, the brazilian community did not have the opportunity of affiliated participation on the strategic process by that time. Even though the real impact of this brazilian affiliated absence was not clear enough in 2019, it has left the biggest part of the lusophone community unassisted. and magilanized from the Movement Strategy. As a means of bringing the lusophone community together to debate its own past, present and future, in 2021 our community organized the Festa da Wiki Lusofonia, the lusophone Wikipedia's 20th anniversary, where different people, Wikimedia user groups, and free knowledge institutions from all over the lusophone world engaged on activities related to topics like diversity, GLAM-Wiki and educational initiatives, Wikipedia's impact on the free knowledge ecosystem, and the lusophone Wikipedia's editors's profile.

Festa da Wiki Lusofonia's main impacts may be:

  • the acknowledgement of the importance of bringing the lusophone community together for sharing ideas about our past, present and future;
  • the community's capacity of working together to build its future;
  • the confirmation that those challenges found in 2019 still needed to be faced.

Looking forward on helping to fill the strategic gap in our community, and in order to continue the Festa da Wiki Lusofonia's impact on the community's strategic discussions, Wiki Movimento Brasil decided to research on the challenges and possibilities related to the implementation of a lusophone hub.

Process[editar]

For this research, the Wikimedian Lucas Piantá (volunteerly editing as Hedestad) was hired as a contractor. During the whole process, the researcher had weekly meetings with Érica Azzellini, Chico Venancio and João Peschanski(WMB), who worked as advisors. The process was also documented on the researche's page on br.wikimedia.

The main question that the research tryed to answer was: what are the challenges and possibilities on the implementation of a colective and equitable practice of decision making in the lusophone community of the Wikimedia movement?

The objectives of the research were:

  • foment discussions on the strategic process in the lusophone community;
  • understand the governance and equity-related challenges of the community;
  • listen to the voices that are already part of our movement at same time as we look for new ones;
  • develop a collective and reflexive environment for listening to the different stakeholders of the movement;
  • share the results of the research with the community.

Calendar[editar]

  • September and October 2021: definition of the methodology and preparation of the consultation materials;
  • November and December 2021: consultation and data survey;
  • January and February 2022: writing of the research report.

Consultation activities[editar]

The consultation process was divided in four activities:

  • Three open meetings with the community;
  • A survey;
  • Interviews with lusophone free knowledge organizations;
  • Meetings with lusophone Wikimedia user groups.

Open meetings[editar]

The open meetings happened in November 13th and 27th, and December 18th. The main objective of these activities was generating discussions on the meeting's main topics to know the community's thoughts on the Movement Strategy.   • Topic: Festa da Wiki Lusophonia's impacts on the future of the lusophone Wikimedia movement and WikiCon Brasil 2022;
  • Presentation: Lucas Pianta and Érica Azzellini (WMB)

Survey[editar]

The survey was opened to answers on November 6th and closed on December 20th. Its main objective was collecting informations on the challenges identified in 2019, Festa da Wiki Lu

sofonia's main debates and some new challenges that could be related to the strategic recommendation of the equity in decision making.

Interviews[editar]

The interviews were planned with the objective of listening to lusohone free knowledge organizations's thoughts on the Wikimedia movement, such as their main Wikimedia-related challenges and if was any possibilitiy of bringing them closer to the movement for collectively solving these challenges. The following people/institutions were interviewed:

  • Solange Ferraz de Lima and Rosaria Ono (Paulista Museum);
  • Olga Bagatini and Doris Regis (Museu do Futebol)
  • Mariana Valente (InternetLab)
  • Fernanda Campagnucci (Open Knowledge Brasil)
  • Karina Martins (Raul Hacker Club)
  • Paulo Perneta (CLEPUL - Madeira)

User groups[editar]

The meetings with the lusophone Wikimedia user groups were planned for listening to the ideas of the user group's members on the Wikimedia movement, and the possibilties of solving the challanges they face in their everyday Wikimedia agency, regarding their thematic and local contexts.

Unfortunately, we were unable to bring all the lusophone Wikimedia groups to this activity. The researcher could only meet two user groups, Wikisul and Wiki Movimento Brasil, in a meeting where the representants of the groups were asked to talk about they main concerns and challenges regarding the Wikimedia movement.

We have also met with two Wikimedians from Mozambique, Tomas and Palmira, who are working on the development of the Wikimedia in Emakhwa language. Even though they are not editor on the Wikipedia in portuguese, these meetings helped on the understanding of the current situation of the mozambican society regarding the production of (free) knowledge online.

Impact[editar]

By the end of the consultation process, we reached 159 people:

  • 97 answers to the survey;
  • 52 participants in the open meetings;
  • 6 interviews with free knowledge organizations;
  • 4 Wikimedia user group members in the meetings with user groups.

Research report[editar]

The final activity of this process was the research report (in portuguese), published on Wiki Movimento Brasil's wiki: br.wikimedia. There was also a webinar, transmited on YouTube and other social networks, where the key findings were presented and the community was able to interact with the researcher, ask questions and share their thoughts on the reasearch.
