The year 2025 was dedicated to the new Strategic Process of Wikimedia Brasil', with the purpose of guiding the organization's actions from 2026 to 2028. This process comprises the collaborative elaboration of a set of strategic documents that analyze the previous cycle (2023–2025) and define the institution's future paths. All the content on this page aims to provide transparency to the formulation of this strategy, involving the volunteer community, the professional team, and the institutional governance of WMB.

The process was conducted in a participatory manner, under the governance of the Strategy Committee, with the support of Strategic Subcommittees and the entire WMB team, and was validated by the General Assembly on October 31, 2025.

This digital portal focuses on the complete strategic planning process, and not just the final document of the Strategic Planning 2026–2028. Throughout this complete journey, it was possible to analyze in a more structured way the organizational capacity developed for the implementation of the previous strategy, and to promote the transition to a new cycle, using the Theory of Change (2024) as the reference document for the dialogue between the two moments.

Developed collectively and approved in assembly in November 2024, the Theory of Change establishes the key to understanding the analyses and projections of Wikimedia Brasil. By defining the expected impact and the key principles for achieving the intended objectives, the document allows for greater clarity on how the legacy of the previous cycle can be leveraged in the next.

The three performance reports for the period between 2023 and 2025 indicate, in summary, how the organization overcame internal challenges to mature its organizational structure. By presenting the activities carried out during the period, it is possible to identify the choices made to generate the main results in the diversification, qualification, and expansion of the community and content in Wikimedia projects. The previous strategic process analysis shows how each of the axes served to guide the implemented actions, and the learnings report provides an analysis of the achievements and challenges observed in light of the learning areas of the 2021 Theory of Change.

This assessment highlights that one of the great achievements of the cycle that is now ending is the ability to present positions on different themes related to the free knowledge ecosystem. Wikimedia Brasil is, today, a robust organization capable of influencing the overcoming of external challenges, raising awareness and acting in favor of freedom of expression, the integrity of information, and the protection of digital public goods.

Not surprisingly, this was the theme of the second WikiCon Brasil. Held in July 2025, the conference brought together the Wikimedia community, partners, and supporters to take a stand in defense of the model used by free software and open data and open content platforms as pillars of a more democratic, plural, and inclusive digital transformation.

Participation in community and strategic sessions allowed for the strengthening of new networks around this agenda. As a community activation platform, WikiCon Brasil 2025 helped to strategically build a community positioning that values ​​the Wikimedia ethos within the context of national, regional, and global debates on internet governance.

The culmination of this process occurred at the in-person meeting of the strategy subcommittees, at the Castelinho da Rua Apa, where the Strategy 2026-2028 document was drafted. Collectively, the participants refined their analysis of the current situation, conceptualized the principles that underpin the strategy, and chose the new axes that will guide the action and intentions of Wikimedia Brasil in the face of the challenges and opportunities presented in the national and international landscape.

Methodology

Here are detailed the methodological milestones, the criteria for selecting committee members, the analysis, drafting, and validation phases of the documents, both for the development of the Theory of Change and for the actions carried out for the other stages of the process.

Strategic Documents (2023–2028)

Each document in the process has a specific purpose. Below, we present the main documents that make up WMB's strategic planning, with their respective summaries and public links for reading. Each one has its own tab on this portal.

Context of the Strategic Process 2025

Wikimedia Brasil's updated strategy is based on a thorough analysis of the organization's internal and external context, and the transformations that have occurred over the period. Internally, the number of volunteers at WMB has almost doubled (from 29 to 55 people) since the last strategy process in 2021 (which produced the Strategic Plan 2023-2025), in an organic and responsible manner.

In addition, other factors stand out, such as:

  • Territorial expansion of WMB's actions (operations in all states of the country)
  • Relevance in digital rights networks and leadership in the Global South
  • Contributions to the Wikimedia Movement with projects such as Capacity Exchange and CALIBRA/CALILU
  • Alignment with the Wikimedia Movement 2030 Strategy

This new scenario necessitates a more complex, participatory strategy that is better aligned with the institutional and technological transformations of the global movement.

The external context for Wikimedia Brasil is one of gradual expansion in the number of partners and increased visibility of Wikimedia platforms in the country.

The open-source knowledge ecosystem faces an increasingly complex and challenging external environment. On one hand, there is a growing concentration of power in the hands of large digital platforms, which shape information flows, visibility algorithms, and social relations on a global scale. The emergence of generative artificial intelligence models has heightened tensions between copyright, distributive justice, and the sustainability of digital commons. At the same time, these technologies operate without due transparency, reinforcing existing inequalities and weakening the reliability of information. In response, the international community has intensified debates on AI regulation, platform accountability, and ensuring informational integrity.

In parallel, we are experiencing a global political context marked by democratic setbacks, an increase in extremist discourse, and systematic disinformation campaigns. The political appropriation of digital communication, with the massive use of networks for electoral and ideological purposes, has deteriorated the quality of public debate and put pressure on initiatives that promote evidence-based knowledge.

This directly affects the work of organizations like Wikimedia Brasil, which is on the front lines against disinformation and for the promotion of a culture of qualified, accessible, and participatory information. In this scenario, the importance of strengthening international networks committed to digital rights, open internet governance, and equitable access to knowledge grows.
